Daira Sabz Consulting and Engineering Group invites proposals from qualified third-party auditing firms to conduct an external financial audit of our financial statements for the fiscal year ending [Insert Date]. Objective of the Audit

The objective of this engagement is to provide an independent audit of Daira Sabz’s financial statements to:

✅ Ensure compliance with Afghan financial regulations, including tax laws and statutory reporting requirements.

✅ Assess the accuracy, completeness, and fairness of the financial statements.

✅ Provide recommendations to strengthen financial management and internal controls.

Scope of Work

The selected firm will be required to:
  • Perform an independent audit of Daira Sabz’s financial statements for the fiscal year 2024.
  • Evaluate compliance with Afghan Revenue Department (ARD) requirements, including Business Receipts Tax (BRT) and Income Tax.
  • Assess the company’s adherence to IFRS.
  • Review internal controls and provide recommendations to mitigate financial and operational risks.
  • Issue an audit report, including an opinion on the financial statements.
Deliverables
  • Audit Plan: A detailed audit plan, including timelines and methodology, to be submitted within one week of contract award.
  • Audit Report: A comprehensive audit report with findings, observations, recommendations, and an auditor’s opinion.
  • Presentation of Findings: A final presentation to Daira Sabz’s management and Board of Directors summarizing the audit results.

Proposal Requirements

Interested firms must include the following information in their proposals:

Firm Background
  • Overview of the firm, including size, years of experience, and areas of specialization.
  • Details of relevant experience conducting audits for similar firms in Afghanistan.
Team Composition
  • Names, qualifications, and experience of the audit team members assigned to this engagement.
Methodology and Approach
  • A detailed description of the audit process, including how the firm will address IFRS compliance and local regulatory requirements.
Timeline
  • Proposed start and end dates for the audit.
Cost Proposal
  • Detailed cost breakdown, including professional fees, travel expenses (if applicable), and any other associated costs.
References
  • At least five references from similar engagements in Afghanistan or with international standards.
