
Daira Sabz Signs Landmark Contract with MJAM for Baghdara Hydropower ESIA

Daira Sabz Consulting and Engineering Group has officially signed a major contract with MCC-JCL Aynak Minerals Company (MJAM) to conduct the Environmental and Social Impact Assessment (ESIA) for the Baghdara Hydropower Project, one of Afghanistan’s most significant infrastructure undertakings.
The Baghdara Hydropower Project, located on the border of Parwan and Kapisa provinces, is designed to generate clean, reliable energy to power Afghanistan’s future economic growth, including supplying electricity to the Aynak Copper Mine and surrounding communities.
As the contracted ESIA consultant, Daira Sabz will lead comprehensive baseline studies, stakeholder engagement, and the development of environmental and social management plans in alignment with:
- Afghanistan’s National Environmental Protection Agency (NEPA) regulations,
- Afghanistan’s National Standard Authorities (ANSA) standards,
- World Bank Environmental and Social Framework (ESF),
- IFC Performance Standards, and
- Daira Sabz’s own ISO 9001:2015 and ISO 14001:2015 certified systems.

The ESIA will cover a wide spectrum of assessments, including:
- Water resources and hydrogeology,
- Soil and geology,
- Air quality and noise,
- Flora, fauna, and biodiversity,
- Socio-economic conditions and cultural heritage,
- Stakeholder engagement and resettlement action planning.
