Duties & Responsibilities

  • Environmental and Social Management Framework (ESMF) Expertise:
  • Demonstrate a strong understanding of the World Bank and ADB Environmental and Social Management Framework (ESMF) frameworks, standards, and procedures.
  • Apply these frameworks effectively to ensure project activities comply with environmental and social safeguard requirements.
  • Afghanistan Environmental Regulations:
  • Possess in-depth knowledge of Afghanistan’s environmental laws, regulations, guidelines, and policies relevant to the project sector (e.g., mining).
  • Ensure project activities align with national environmental regulations and best practices.
  • Environmental Impact Assessment (ESIA):
  • Conduct thorough assessments to identify potential environmental impacts associated with the project technical consultants (e.g., water quality, air quality, soil contamination, biodiversity).
  • Oversee and participate in field studies to collect data with technical consultant for the ESIA.
  • Prepare clear and concise sections of the ESIA report, outlining potential impacts, mitigation measures, and monitoring plans.
  • Possess specific knowledge of conducting ESIAs for mining projects.
  • Stakeholder Engagement:
  • Collaborate with the public participation specialist to effectively engage with stakeholders, including communities, government agencies, and NGOs.
  • Address environmental concerns raised by stakeholders and incorporate their feedback into the ESIA process.
  • Data Management and Reporting:
  • Collect, analyze, and interpret environmental data relevant to the project.
  • Prepare clear and concise reports on environmental findings and recommendations.
  • Contribute to the development of environmental monitoring plans.
  • Capacity Building:
  • Participate in training programs to enhance the environmental awareness of project staff and stakeholders.

Job Requirements

Requirements:

  • Master’s degree/bachelor’s degree in environmental science, environmental geology, Agriculture, or a related field (preferred).
  • Minimum of 5 years for master and 7 years for bachelor of professional experience in environmental impact assessment and environmental management.
  • Experience working on mining projects and conducting mining ESIAs is highly desirable.
  • Understanding of relevant Afghanistan environmental regulations and best practices.

Relevant Skills:

  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills in English, Dari/Pashto and chinese language is a plus point.
  • Proficiency in using environmental data analysis software (e.g., GIS) and Office Package (Word, Excel, Presentation, Outlook) and remote working communication platforms.
  • Ability to work independently and as part of a team.
  • Excellent time management and organizational skills.
  • Attention to detail and accuracy.
  • Ability to meet deadlines and work under pressure.
  • Strong interpersonal skills and the ability to build relationships with diverse stakeholders.

Key Performance Indicators (KPIs):

  • Timely completion of high-quality ESIA report sections.
  • Effective application of World Bank and ADB ESMF frameworks.
  • Successful identification and mitigation of environmental impacts associated with the project.
  • Strong collaboration with stakeholders on environmental issues.
  • Delivery of clear and concise environmental reports and data analysis.
